Last solution is to migrate your project to Rpg Maker MZ, which use 4 layers (I think a free demo is available). A nother solution is to use Event as a third layer : position an event on top of the window tile and give it the apparence of the curtain tile. The idea of this pack is elevate the idea from the "medieval" rpgs, bringing some old assets but not too ancient from medieval age. As nabrappy said (thanks for the reply btw), you can customise the tileset. This collection is based on 40's - 90's, and contains high inspirations on Victorian styles.
